If you did no wrong, and no fault of your own — why would you feel bad? Guilt requires agency. Shame requires fault. If neither applies, the feeling is borrowed — taken on from someone else's narrative about what happened, not your own honest accounting of it. The answer is usually: social pressure, not conscience. Conscience tracks what you actually did. Social pressure tracks what others need you to have done for their story to make sense. Knowing the difference is most of the work.
